Ministers plan for congestion is projects built or already announced, says opposition spokesperson
Congestion Action Plan was reported as to be published in the coming weeks, but its still not released.Minister for Transport Darragh OBriens congestion plans include park-and-ride and bus routes already planned and, in some cases, projects already built, with no standout new ideas, an opposition spokesperson claimed. When contacted, the Department of Transport last week did not clearly refute the claims and mostly confirmed them.The Irish Times in June quoted an unnamed source who outlined that Minister OBrien was determined to tackle congestion to ensure workers and families can commute efficiently, that businesses can operate to their full potential, and to support tourism growth. But months later, the Congestion Action Plan has still not been published. Cllr Feljin Jose, the Green Partys spokesperson on transport, said: Last year, Minister for Transport, Darragh OBrien, said he was going to come up with a plan to tackle congestion in Dublin. It hasnt been published yet, but were going to go through whats in The Irish Times article and see if its any good.So the first thing thats in it is a bus lane on the hard shoulder on the M4 motorway. That was actually built well over a year ago, but the legislation needed to operate it wasnt signed by the Minister. So thats why its not open, he said.Cllr Jose said: The next thing is the extension of the Dart service to Drogheda. Irish Rail has been working on this for about three or four years now, so not exactly Darragh OBriens plan, but thats supposed to start next year and was already happening anyway.He said that the next thing is increased enforcement of bus lane rules by Gardai. But last year, a camera enforcement trial planned in Dublin was cancelled, and he claims the plan to roll out camera enforcement across Ireland has been delayed again and again, and we have no timeline for the installation of that.The next thing is the opening of a park-and-ride facility in Fassaroe in Bray. This is already built, but its not open yet because theres nothing there to ride on and theres no funding provided for the buses that were supposed to serve that. So again, Darragh OBrien, thats on you, said Cllr Jose.Listed as a medium-term measure is the new park-and-ride facility in Lissenhall in Swords. But Cllr Jose said that thats actually just Metrolink. Thats just part of the Metrolink project. Its been in the works for about eight years. It has planning permission, and itll start construction next year. Not exactly a new idea.He added: Most of what we know so far about this new plan for traffic congestion is just what we have at the moment theres nothing radical in it, and even measures like camera enforcement thats been delayed; theres no progress on that, and theres no funding for additional public transport services to get people out of cars. And theyre also delaying projects like Dart+ Southwest and Luas Finglas, which would serve tens of thousands of people and get people out of cars and into trains.When contacted, the Department of Transport did not seem to directly contradict anything the Green Party spokesperson claimed.A Department of Transport spokesperson said: In March 2026, Minister OBrien convened a high-level roundtable meeting with transport agencies and operators, local authorities and An Garda Siochna to examine potential solutions to address congestion in the Greater Dublin Area (GDA). The measures and recommendations arising from this collaboration with stakeholders feed into the Congestion Action Plan for the Greater Dublin Area, which is currently under development.The plan aims to alleviate short- and medium-term pressures on the transport system, including on the M50, through collaboration with transport agencies, operators and local authorities, to deliver impactful measures to reduce congestion. While the initial focus of the Congestion Plan is on the GDA, the intention is that many of the measures can be replicated if successful across other metropolitan areas nationally, the spokesperson said. The Department said that the Congestion Action Plan builds on the Transport Sectoral Investment Plan and recent national transport initiatives, including the Moving Together Strategy, which it said is a strategic framework to improve the efficiency of the transport system, and the Sustainable Mobility Policy Action Plan, which it said sets out the plan to increase public transport, active travel and shared mobility.As IrishCycle.com reported when the Moving Together policy was released, the output of what was claimed to be a congestion-busting strategy was watered down to a general legal review rather than firm commitments on measures which had been long debated, and many will still take years to be enacted. Together, these transport policies set out deliverables over the next five years to improve the transport system and alleviate congestion in the medium to long term, the Department said. The Department said: In addition, a total of 285 electric and battery-electric carriages have been ordered to date in three orders as part of the Dart+ Fleet project. The majority of orders have been battery-electric multiple units (BEMU) trains, enabling use on non-electrified sections of the network where battery charging facilities have been developed.The Department said that it is planned that the new battery-electric sets will be initially deployed on the Northern Commuter Line serving between Dublin and Drogheda from 2027, with the charging infrastructure already installed and now undergoing testing at Drogheda MacBride Station.The Fassaroe Park and Ride facility in Co. Wicklow serves as a strategic bus-based commuting hub along the N11/M11 corridor, forming a wider part of a programme of planned park and ride developments along the N11 corridor, providing sustainable transport options for residents in Wicklow county travelling to Dublin and surrounding areas. The facility has approximately 400 parking spaces and two bus bays with passenger shelters, a dedicated turning circle and a new junction for smooth bus operations, a Department spokesperson said.They added: The construction of the facility is substantially complete with current works relating to preparing the site for operational readiness, and a procurement process is underway to appoint a car-park operator to manage the site and deal with day-to-day operational issues.
