Minister claims funding still in favour of public transport, but others point to delayed key rail projects
Darragh OBrien, the Minister for Transport, writing in a Sunday newspaper today, claims that the Government is continuing with the 2:1 spending ratio in favour of public transport, but an opposition spokesperson referred to delays in major public transport projects and said that the government should be judged by their actions and not their words. While other sections of the Dart+ programme are planned to go ahead, Dart+ South West which has full approval and already went out to the first tendering stage has been delayed until 2030+.Pushing back the project timeline by years is outlined in the National Development Plans Sectoral Implementation Plan for Transport, published by Minister OBriens Department late last year.Luas Finglas is also delayed for a similar number of years. It is subject to a judicial review, the outcome of which is expected sometime in the next year or so, but the sectoral plan outlines that construction is now not planned until 2029.Cllr Feljin Jose, a Dublin-based councillor who is the Green Partys transport spokesperson, accused the Minister of trying to confuse people about what actually happened.Referring to the Minister on a post on Bluesky, he said: You published a plan seven weeks ago which ended the 2:1 public transport funding commitment and shelved several public transport projects. He added: You underestimated how popular these projects were and are now trying to confuse people about what actually happened. When asked by IrishCycle.com if he could expand on his comments, Cllr Jose said: We should judge the government by their actions, not their words. Through their actions, theyve cut funding for public transport projects while their words claim that they didnt do it.Writing in the Business Post today, Minister for Transport, Darragh OBrien, said: A central pillar of this ambition is encouraging a shift away from private car dependency towards high-quality public transport. This is a core priority of the Programme for Government and the next five years will be decisive in delivering real and lasting change.Since the publication of the National Development Plan Transport Sectoral Implementation Plan in November, there has been much misplaced commentary about the balance of investment between public transport and roads, including references to the previous Governments 2:1 spending ratio in favour of public transport, he said.He said that the 2:1 ratio applied only to new infrastructure investment under the previous government a claim other sources have previously confirmed to this website.Minister OBrien wrote: It did not account for total transport expenditure and excluded the very significant protection and renewal funding required to maintain and safely operate both our road and public transport networks. When the same methodology is applied to the new NDP Transport Sectoral Plan, it shows that from 2026 to 2030 the ratio of new public transport investment to new roads investment is expected to be at least 2:1 in favour of new public transport, he said.He mentioned 10 billion for public transport infrastructure between 2026 and 2030, alongside a further 2 billion from the Infrastructure, Climate and Nature Fund to commence construction of MetroLink it is unclear if the MetroLink funding is included 2:1 figure, but souces say it shouldnt be and focused on climage change say its not what the fund was designed for. Minister OBrien added: Alongside exchequer funding, I will continue to actively pursue additional sources of investment, including European Union funding streams such as the Connecting Europe Facility, as well the planned review of the NDP allocations in 2028 as flagged in the Medium Term Fiscal and Structural Plan. Leveraging these opportunities may allow some projects, such as Luas Finglas or Dart+ South West, to advance to construction earlier than currently anticipated. The delay in the rail projects has resulted not only in opposition criticism but also backlash from Government TDs and councillors, especially in areas around Dublin and Kildare. This is what is seen as what has prompted the Minister to make claims about unconfirmed other sources of funding.
