Councillor suggests mandatory number plates and penalty points for cyclists so that bikes are on level playing field with lorries, vans and cars

The Conservative councillor made the proposal following the introduction of Beryl Bikes in Worcester to ensure cyclists dont ride on pavements and asked the council to not use taxpayers money to subsidise the scheme
