253 e-scooter users and 1,368 cyclists fined for running red lights since 2024
1,621 e-scooter users and cyclists were fined for running red lights between 2024 and September this year, according to a parliamentary answer. As part of the parliamentary question, data was not requested on the number of motorists fined, but a previous red light camera trial showed that more motorists than cyclists ran red lights. The vast majority of offences recorded happened in the Dublin area, according to the Minister for Justice, who provided the data to Dublin-based Social Democrats TD Gary Gannon. Deputy Gannon asked for the number of fixed charge notices, prosecutions or other enforcement actions taken in respect of e-bike users and e-scooter users failing to comply with traffic lights in each of the years 2024, 2025 and to date in 2026, broken down by category of road user and Garda division where available, in tabular form; and if he will make a statement on the matter.Minister for Justice Jim OCallaghan said: I am advised by the Garda authorities that failure to comply with traffic lights is dealt with by way of FCN (Fixed Charge Notice). As outlined in the table provided below, the offence can arise in the context of pedal cycles (including e-bikes) and separately for e-scooters.I am further advised that An Garda Sochna can only prosecute these alleged offences on an intercept basis, e.g. where the Garda stops the alleged offender at the time of or shortly after the alleged offence, the Minister said in a written parliamentary answer. He said locations where breaches are commonly reported at busy pedestrian crossings and junctions are the subject of local enforcement, and that An Garda Sochna also proactively uses Days of Action to enforce and improve compliance. The Department provided the table below showing the number of FCNs issued for the relevant offences in 2024, 2025 and to 2026, as of September 1st:Offence202420252026Cyclist Cycling Past A Red Traffic Light. Contrary to Section 35(5) of the Road Traffic Act, 1994362589417Failure by driver of a Powered Personal Transporter to obey traffic lights13132108Minister OCallaghan added: The Garda authorities have advised that the data have been provided at a national level as divisional breakdown would have resulted in significant redactions. The Deputy may be interested to note, however, that the vast majority of FCNs issued for both categories of offence occurred in the Dublin Metropolitan Region, with approximately 90% of FCNs issued in the period. Data provided is correct as of 1 September 2026, is operational and is liable to change.
