Garda replace Traffic Watch phone service with online system to report driving offences
Traffic Watch the Garda phone line for reporting dangerous driving has been replaced with a new online reporting form which is now live on Garda.ie.The online Traffic Watch system will allow road users to report non-emergency traffic-related incidents using the online reporting form. Members of the public are reminded that 999/112 should be used to report ongoing offences which amount to an emergency situation. The incidents which are reportable online include those which could be reported to Traffic Watch over the phone, including speeding, dangerous driving, driving under the influence of alcohol or drugs, careless driving or driving without due care and attention, mobile phone use, dangerous overtaking, ignoring traffic lights or signs, vehicles with unsafe loads, dangerous faults, parking offences, a learner driver driving unaccompanied, and insurance, NCT and tax offences. Unlike other junctions, the form does not replace making statements in person, with the description part limited to 300 words. It also does not currently include any ability to upload images or videos, although the Garda have said that they are working on an upload portal alongside a digital evidence management system. Before making entries on the form, members of the public using the form are asked to confirm that they are willing to make a formal statement and go to court if necessary. Assistant Commissioner Paula Hilman, Roads Policing, said: Traffic Watch has been in existence for over 20 years. Traffic Watch has been important over the years in providing an opportunity where responsible and safe road users can report aggressive and careless drivers, empowering responsible road users to work with An Garda Sochna in enhancing road safety for all.She added: The online reporting form provides an updated process through which members of the public can report non-emergency information to An Garda Sochna. In an emergency situation, road users should always contact 999/112.In the last 10 years, Traffic Watch has received between 3,500 and 5,500 calls per year, amounting to over 45,000 calls.A Garda press release said that that the new online system will send reports to be logged by Garda staff at the Garda Information Services Centre, who then forward the report to the Superintendent in the relevant Community Engagement Area to progress. The Superintendent will then appoint an officer to investigate a Traffic Watch complaint. The investigating officer will make contact with the complainant to establish the complainants version of events, find out if there are other witnesses to the alleged incident, discuss the possible actions available, and take a written statement of complaint. After the investigation, if the officer believes that an offence has been taken and there is enough evidence to proceed, a file is submitted to the Superintendent, who will decide what action, if any, is to be taken. And the complainant should be notified of the outcome of their complaint.Dave Tobin, the deputy chair of the Irish Cycling Campaign, said the campaign group has been consulted about the change and welcomes the new online system. He said: Its an important step towards improving road safety for cyclists and other vulnerable road users at a time of worrying increases in deaths and injuries on our roads.Tobin said: It follows what has been an extensive set of ongoing meetings between the Irish Cycling Campaign and Garda leadership over the past 18 months. We specifically want to thank Assistant Commissioner for Roads Policing Paula Hillman, Chief Superintendent Jane Humphries, Chief Information Officer Andrew OSullivan and their teams for being so receptive and proactive in their approach to improving safety outcomes for cyclists. He added: We would encourage all cyclists to make themselves familiar with the new system. We look forward to bringing feedback from our members to future meetings to help further improve the Traffic Watch system.

Another piece added to the puzzle: Dublin Citys longest off-road cycle route is now 10km long
Dublin Citys longest off-road cycle route is 10km long, stretching from just south of Sutton Cross in Fingal to East Wall Road near Dublin Port.Dublin City Council confirmed yesterday that the northern section of the Sutton to Sandycove (S2S) extension, now branded as part of the wider East Coast Trail route, was opened fully. The traffic lights are now turned on and barriers have been removed. The council posted on social media: Earlier today, the Cycleway traffic signals were activated on the Alfie Byrne and East Wall Roads and all barriers removed along the cycleway as part of the #ActiveTravelNetwork, East Coast Trail Project and #ClimateAction. Its a mix of quality built over the years, but people in Dublin City can now cycle segregated from cars for 10km. An important difference compared to a few years ago is that it is part of an emerging cycle networknot of the kind that is just on paper and is only planned to be built years from now, but a network that is starting to take shape and become usable. A map of the emerging network of segregated routes which are already or soon-to-be connected. The central section of the map. While there is evidence in Dublin of segregated routes resulting in an increased number of bicycles on those routes and even a link to a higher modal share of cycling for the area around such routes, international evidence suggests that a more significant uptake in cycling starts with a network of cycle routes. You can already cycle 14km on segregated routes southbound from Sutton to Portobello, and once the Clontarf to City Centre project is finished, people will be able to cycle from in both directions and also connect to different routes along the way. These connecting routes will include the short section of the Tolka Greenway along Fairview Park from Fairview to East Wall Road, the Grand Canal Greenway into the Docklands, the cycle paths on the north and south quays in the Docklands and soon as far as OConnell Bridge, a connection off the quays into Westland Row via Lombard Street. On the northside, once the Royal Canal Greenway (also under construction) is opened fully, it will link from the Docklands and North Strand Road to Glasnevin, Phibsborough, and Drumcondra, and even as far as Ashtown on the yet-to-be upgraded towpath along the canal. On the Fingal end of the S2S route, people can already take advantage of the light segregation to 900 metres to Main Street in Baldoyle and just under 3km to Howth Village. The fact that it is light segregation, in this case, includes gaps in the protective plastic bollards at bus stops and at junctions such as Sutton Cross. Not everything is shown on the map above; it only shows sections of routes with two-way connections and it is an illustration of the grown network, not a comprehensive guide.Of course, in addition to cycle paths and lightly segregated cycle routes, other streets, such as low-traffic streets, expand the network further. Some people will also accept short gaps in the network while staying on a main road or make their own way along back streets (for example, connecting the light-segregated Griffith Ave route with the Clontarf route at Fairview). The Dublin City Centre Transport Plan also aims to fill in some of the gaps in the central network.Earlier today the Cycleway traffic signals were activated on the Alfie Byrne and East Wall Roads and all barriers removed along the cycleway as part of the #ActiveTravelNetwork East Coast Trail Project #ClimateAction pic.twitter.com/UlYkD9FgpC Dublin City Council (@DubCityCouncil) August 7, 2024
