Cork City Council denies lack of parking enforcement around MacCurtain St, but councillors and public say its chronic
Cork City Council last week denied that there is a lack of parking enforcement around the multi-million euro MacCurtain Street project, but since then, councillors and members of the public have continued to highlight the issue.Even during construction and after different streets as part of the project were finished, the new improvements suffered from motorists parking illegally on MacCurtain Street and the streets around it, which were part of the project that aimed to give priority to buses and provide more public space.A large percentage of the illegal parking is on the footpaths inside double yellow lines and right up to and on tactical paving, which is designed to guide people with visual impairments along the wider footpaths. There is also regular parking in bus bays, and motorists also regularly ignore bus lanes by both parking and driving in them. The project was officially opened in November 2023 by Tnaiste Michel Martin and then Lord Mayor of Cork, Cllr Kieran McCarthy. With most councils sustainable transport and public realm projects, if there werent enforcement up to the launch of a project, it would kick in after the launch. But by May, councillors and business owners were still reporting chronic issues of illegal parking around the MacCurtain Street project in Cork. Cllr John Maher (Labour) tweeted in May: So, you ask the law enforces what have they done above illegal parking @The_VQ_Cork [the MacCurtain Street area] and he said that the response was sure they took away the parking'.He added: That supposedly makes it okay, so, lads/lassies [can] park where ya like and that tweeting isnt working and working with JPC [joint policing committee] isnt. Michael Wall, a business owner on the street, tweeted in May that theres a ridiculous level pavement/street/path. He said: Its a free for all. A fuck ton of money spent on this work, and its being shat upon. Who can I as a trader talk to. Who is there in City Council to listen and act accordingly?Sam McCormick, a sustainable transport campaigner, also tweeted in March that buses are constantly stuck behind several private cars illegally using these bus lanes and that Illegal parking blocks bus traffic carrying thousands of people daily. He added: This isnt fair or acceptable. Patricks Street has never been properly enforced, and after the great work done around MacCurtain Street it looks to be going the same way.Following these and similar tweets, IrishCycle.com contacted the Department of Transport to question the value for money aspect of the investment in millions to give priority to sustainable transport. The questions were outlined in the context of how motoring offences were not being adequately tackled by parking enforcement by Cork City Council or by the Gardai.A spokesperson from the Department said: Illegal parking is a matter for the Roads Policing Unit of An Garda Sochna and Cork City Council. And the Department of Justice is best placed to address queries relating to enforcement.Follow-up questions were asked to the Department, including whether, if illegal parking is chronic, projects are clearly not delivering as funded, so, why the Department does not see this as an issue and if it is looking to review these issues to ensure value for money for the taxpayer.A spokesperson said: The Department of Transport sets policy in the area of Active Travel and provides funding to its agency, the NTA, to deliver Active Travel infrastructure. The NTA works closely with all local authorities to develop AT projects, provides funding to suitably approved projects and oversees their implementation in conjunction with the Local Authorities. The Department is keen to ensure that the public gets to enjoy the full benefits of the Active Travel infrastructure that is deployed and that it encourages modal shift in line with Government policy. The Department is in regular contact with the NTA and matters, such as below, are brought to its attention as required, they said. The spokesperson added: The Department will raise this specific issue with the NTA to ascertain their views on the matter. However, it believes that enforcement is a matter for the local authority concerned and An Garda Sochna. After apparent frustration from raising the issue for months, Cllr Maher tweeted a photo of a car parked across one of the new stone footpaths and MacCurtain Street on Saturday and said: Not a fu1k is given crazy carry on #maccurtainstreet. He tagged the city council and Garda Traffic accounts and said: You continue to let this happen despite constantly flagging it.Cllr Pdraig Rice (Social Democrats) also tweeted about the street at the weekend. He said: A significant sum of public funds was spent upgrading MacCurtain Street. Its such a shame that the new paving has already been damaged by careless drivers. He added: I walked through here last night, and there were so many cars parked on the footpath. Ive logged this issue with the Council. I expect a considered response. The Twitter account What if Cork tweeted a series of photographs showing apparent oil damage to the paving stones around where illegal parking is rampant. It said: This is unreal and we see it every day in the City.It added: Cork City Council has been told about these problems over and over again but refuse to do anything about it, instead they get really defensive. The new MacCurtain St is already filthy from illegal parking. This is easy to fix!Other members of the public posted images of cars parked all along the street up on footpaths and right at pedestrian crossings. On Friday, a spokesperson for the National Transport Authority said: The NTA is aware of the ongoing issue of vehicles being parked in bus stops or on footpaths on MacCurtain Street, and we are liaising closely with Cork City Council on the matter. Regarding enforcement, this is a matter for An Garda Sochna and the local authority. Also on Friday, a spokesperson for the council said: Cork City Council completely refutes the false accusation that we have not acted to deliver a full parking enforcement service onMacCurtainStreet.TheMacCurtainStreetPublic Transport Improvement Schemehas been the subject of full parking enforcement, in accordance with the parking lines and signs that are in place, since the project and all on-streetworks were completed, they said. The councils spokesperson said: The area is patrolled by the Parking Enforcement Team multiple times a day, either by beat patrol warden or by mobile unit. These patrols are at random times during the day and are cover a six-day period every week, with occasional Sundays and evening shifts also taking place. They added: As evidence of this significant enforcement activity across all of the streets which form part of this project, please see below the number of fines issued to date since the scheme was completed. The council provided the following table of enforcement action around the project:OffenceNo. of FinesParking on a Footpath398Parking in a Bus Stop92Parking beyond the time permitted in a Set Down Area47Parking in a Disabled Bay without displaying a valid permit51Unlawful Parking of a Vehicle in a Loading Bay71The Garda Press Office was contacted for this article. A holding response was given seven days ago. This is unreal and we see it every day in the City. @corkcitycouncil has been told about these problems over and over again but refuse to do anything about it, instead they get really defensive. Pro race history: Costante Girardengo wins the unofficial world championship in 1924
CyclistPro race history: Costante Girardengo wins the unofficial world championship in 1924They have started! Last night, at two oclock in the morning, the crowds flocked, first to La Villette and then to Pavillons-sous-Bois, to admire them, cheer them and wish them good luck in the third Grand Prix Wolber, a true road world championship. So opened LAutos front page story on 28th September 1924, run underneath profile sketches of Frances Henri Plissier, Switzerlands Heiri Suter, Luxembourgs Nicolas Frantz and Italys Costante Girardengo. Related Posts Pro race history: Bernard Hinault wins a frozen Lige-Bastogne-Lige in 1980 Pro race history: Rik Van Looy is upstaged by his teammate at the 1963 Worlds Pro Log: 5 things to remember from the 2023 UCI World Championships And soon we will see the best of them, the winner, make his entry into the Parc des Princes. Which one will it be? [] Difficult to say in truth, but, in any case, they will deserve the congratulations of sportsmen, because it is obvious that the event will be beautiful, magnificently eventful, the article continued. The course is as tough as can be; the distance is only within the reach of a great ace. That distance was 361km from the Porte de la Villette in Paris to the Parc des Princes via pernay, Reims, Compigne, Chantilly and Pontoise. And the 41-strong peloton was indeed comprised of many an ace. Plissier had won the Tour de France in 1923 and had claimed multiple editions of Paris-Roubaix and Il Lombardia, as well as a Milan-San Remo; Suter had won both the Tour of Flanders and Paris-Roubaix the previous year; Girardengo had won the Giro dItalia twice and both Milan-San Remo and Il Lombardia three times (he would go on to win six Milan-San Remos, a record until Eddy Merckx took his seventh in 1976).Also in the bunch were the likes of Philippe Thys (the first rider to win three Tours), Ottavio Bottecchia (the reigning Tour champion who in 1925 would successfully defend that title) and two-time Bordeaux-Paris winner Eugne Christophe (he of broken forks on the Tourmalet fame). While LAuto, as race organiser, hyped up the event in its subsequent race report The hunt becomes extremely hectic. Detreille runs like hell. Behind him, Sellier and Francis Plissier charge like demons other reports describe a less frenzied affair. To say that the race presented enormous interest would be excessive, said Le Petit Journal. As was to be expected, this event, because it brought together too many men of substantially equal value, was monotonous for the greater part of its journey.OffsideAs the race entered its final phase, those that remained were pretty much all together. The leading bunch numbered 23 as they began the climb of Coeur Volant, the final obstacle, with 15km to go. LAuto describes Girardengo crossing the top with a lead of 30m over Henri Plissier, with Georges Detreille 40m back and Francis Plissier a further 10m off the pace. Le Miroir des Sports meanwhile has Henri Plissier first over the top with Girardengo fifth in line, an account somewhat supported by Le Petit Journal, which told readers that three clearly stood out from the pack at the top of the climb: Francis and Henri Plissier and Detreille.Either way, Girardengo was at the head of affairs when it mattered. Nine riders entered the Parc des Princes together and with 400m to go the Italian launched his final and definitive effort, edging out Henri Plissier by a matter of centimetres on the line.Girardengo, who had never won a road race in France, triumphed for the first time on cement, like the excellent track rider that he is, reported Le Miroir des Sports. The best of the bestThe quality of the field was due to the fact that the GP Wolber was designed to feature only the best riders from the season. First held in 1922, the race was the idea of French industrialist Antoine Wolber, who in 1898 had formed a rubber and tyre company that carried his surname and which made tyres among other bicycle components.Wolbers idea was to stage a season-closing race with a large prize fund.He began by taking out of his safe 24 beautiful thousand franc notes, reported LAuto, took 15 between his thumb and index finger on his right hand, reserving them for the winner of the race, and, having regard to the significance of the sum, then decreed that his race would only bring together undisputed champions of the bicycle. So it was that the GP Wolber would only be open to the top-three finishers in cyclings greatest races: Paris-Roubaix, Bordeaux-Paris, Tour de France, Giro dItalia and so on.At the time there was no official road world championship so the race became seen as an unofficial one. Girardengo, the original Campionissimo (champion of champions) thanks to his stunning winning record in Italy, was a fitting winner. The de-facto world championshipIn 1927 the UCI introduced an official mens professional road World Championship (it would take another 31 years for women to get their race). Girardengos great Italian rival, Alfredo Binda, took that inaugural title with Girardengo, who launched the attack that had ultimately led to his rivals win, finishing second. One year later both Girardengo and Binda faced the wrath of the Italian cycling federation after refusing to co-operate in the 1928 race, handing the title to Belgian Georges Ronsse. Both were handed suspensions.Girardengo would never ride another World Championship race though he would later direct the Italian team in the event. The GP Wolber continued in its original form until 1931, changing to a French-only race in 1932 and then one for amateurs and independents under 25 years old from 1934 until its demise in 1950.
